Kratom and Security Clearances Federal Drug Testing Guide for Contractors and Employees

Kratom and Security Clearances: What Federal Employees & Contractors Need to Know

Professionals holding or applying for a Secret, Top Secret, or TS/SCI security clearance operate under a strict compliance standard: every habit and purchase must align with federal law and agency policy. Because millions of cleared defense contractors, engineers, intelligence analysts, and federal civil servants undergo periodic reinvestigations, polygraphs, and random workplace urinalysis, searches for kratom and security clearance have grown rapidly.

Understanding how kratom is treated requires separating three distinct legal frameworks: federal scheduling under the Controlled Substances Act (CSA), Security Executive Agent Directive 4 (SEAD 4) adjudicative guidelines, and agency-specific or military service prohibitions.

Is kratom federally legal under the Controlled Substances Act?

Yes. At the federal level in the United States, kratom (Mitragyna speciosa) and its naturally occurring leaf alkaloids, including mitragynine, are not scheduled under the federal Controlled Substances Act (CSA). Unlike cannabis (which remains a federal Schedule I controlled substance regardless of state legalization and therefore triggers automatic SEAD 4 Guideline H concerns for clearance holders), kratom is federally unscheduled.

However, clearance adjudication also requires compliance with state and local laws where you live and work. Kratom is currently restricted in a small number of states (Alabama, Arkansas, Indiana, Rhode Island, Tennessee, Vermont, and Wisconsin) and select municipalities. You can review where kratom is permitted on our State Shipping Guide.

How does SEAD 4 Guideline H apply to security clearance holders?

All U.S. national security clearances are evaluated under Security Executive Agent Directive 4 (SEAD 4), National Security Adjudicative Guidelines. Guideline H (Drug Involvement and Substance Misuse) governs how adjudicators evaluate substance use on the SF-86 (Questionnaire for National Security Positions) and during background investigations.

Under SEAD 4 Guideline H, disqualifying conduct centers on two categories:

  1. The illegal use, possession, purchase, or distribution of a controlled substance (defined by Schedule I through V of the federal Controlled Substances Act) or a substance that is illegal under applicable state or local law.
  2. Misuse of a prescription drug, legal substance, or intoxicant in a manner that impairs judgment, reliability, trustworthiness, or ability to protect classified information.

Because pure kratom is not a federally scheduled controlled substance, lawful adult use in a state where kratom is legal does not constitute illegal possession of a controlled substance under the CSA or standard SF-86 Section 23 drug-involvement questions. However, cleared professionals must always verify whether their specific employing agency, facility, or contract contains an internal policy restricting botanical supplements.

Does a federal employee or contractor drug test screen for kratom?

Standard federal civilian workplace drug testing is governed by Executive Order 12564 and the Mandatory Guidelines for Federal Workplace Drug Testing Programs maintained by SAMHSA and the Department of Health and Human Services (HHS). Under these mandatory guidelines, routine federal pre-employment and random drug tests screen for a strict panel of federally scheduled substances: cannabinoids (THC), cocaine, amphetamines, opioids (codeine, morphine, heroin metabolite 6-AM, hydrocodone, hydromorphone, oxycodone, oxymorphone), and phencyclidine (PCP).

Mitragynine is not on the HHS/SAMHSA Mandatory Guidelines panel for federal civilian employees or cleared private-sector contractors. For a full comparison of 5-panel and 10-panel screening chemistry, read our pillar guide: Does Kratom Show Up on a Drug Test? 5-Panel, 10-Panel & Lab Guide.

What is the difference between civilian clearance holders and active-duty DoD military rules?

This is the single most important distinction for anyone in the defense community:

  • Federal Civilian Employees & Private Defense Contractors: Governed by Executive Order 12564, SAMHSA workplace testing panels, and SEAD 4. Kratom is not a federally scheduled controlled substance and is not part of standard SAMHSA urinalysis.
  • Active-Duty U.S. Military & Reserve/Guard Personnel (DoD / UCMJ): Even though kratom is federally unscheduled for civilians, the Department of Defense and individual service branches (Army, Navy, Air Force, Marine Corps, Space Force, and Coast Guard) explicitly prohibit active-duty and reserve military personnel from using kratom under service regulations and Operation Supplement Safety (OPSS) policies. Military commanders can also request specialized Armed Forces Medical Examiner System (AFMES) toxicology assays for mitragynine. If you are subject to the Uniform Code of Military Justice (UCMJ) or DoD military supplement bans, you must follow your branch's prohibition.

Why should cleared professionals demand third-party COA lab testing?

For a clearance holder or regulated professional, the biggest real-world risk comes from unverified smoke-shop or convenience-store products that do not publish batch lab results. Poorly manufactured extracts can contain undisclosed synthetic adulterants or contaminants that create both compliance and screening headaches. Read Can Kratom Cause a False Positive on a Drug Test? Every CRYO Kratom batch is independently tested by ISO-accredited third-party laboratories (Wonderland Labs and PharmLabs San Diego), and every Certificate of Analysis is publicly available on our Lab Results page:

  • 100% Transparent Alkaloid Profiles: Every batch COA reports exact milligrams and percentages for mitragynine and natural minor alkaloids (paynantheine, speciogynine, speciociliatine) across our Gold Kratom Shot (210 mg mitragynine per ampoule), 3M Full-Spectrum Tablets (28 mg mitragynine per tablet), Gold Kratom Capsules, and our RelaxAid line (100X Shot, 150X Shot, and Capsules).
  • Zero Single-Alkaloid Isolates or Synthetics: Our COAs explicitly verify N/D (Not Detected) for single-alkaloid isolates and semi-synthetic derivatives.
  • Sterilized & Screened for Contaminants: Every production run is tested for heavy metals (arsenic, cadmium, lead, mercury), residual solvents, mycotoxins, and microbial impurities.
